Subject: Water Supply by Mobile Tankers in
Shakardara –Rehmanabad Area
Dear Sir,
With due respect it is submitted that the
subject scheme has totally lost its practical utility because of rampant
corruption and mismanagement for the last over two years. The people are still
deprived of potable water despite the loss of Rs. 1.2 million per month going
directly into the pockets of the corrupt anti-people and selfish political
workers and contractors.
Despite our repeated requests, no
corrective measures have been taken so far. Members of District and Union Committees
were caught red-handed in doing corruption with recorded documents but have yet
not been punished and removed from the said committees. We waited with patience
for two long years, but now the time has arrived to call spade a spade. It is
requested that the present committee should be completely de-notified and
de-politicized from top to bottom and all the members be nominated by the DCO
with the consent of the people through their true representative PSDS on
ground. This is the only solution left now to bring about efficiency and
transparency please.
In view of the above, a revised scheme is
attached, duly approved by our MNA NA-14, for your kind approval please. You
are requested to direct DOR Kohat for notifying these new committees and the
plan at the earliest please.

Water
Supply Plan by Tractor-Moved Water Tankers in Three Union Councils of Shakardara in Blocks of Chanda
& Mela Oilfields
1. General. There is acute shortage of potable water in
all the three Union Councils of Shakardara i.e. Shakardara Urban, Shakardara
Rural 1 and Shakardara Rural 2. All kinds of hand pumps and pressure pumps, wells
and open ponds/ Barani dams have been tried but the problem still persists
almost everywhere. There is thus an urgent need to address this serious issue
of public interest on permanent basis. Pak
Saghri Development Society (PSDS) has prepared this comprehensive plan of supplying
potable water to all the inhabitants of Saghri Khattaks at the earliest.
2. The Plan.
The comprehensive plan has four
elements:
(1) Mega Water supply Scheme from
River Indus up to Shakardara and Braghzi
Kalan.
(2) Major water supply schemes
based on local springs/dams.
(3) Water supply through tractor
moved water tankers each of 5000 liters capacity.
3. Mega Water Supply Scheme from River Indus. The detailed design has been prepared and is under
process in the Provincial Govt. It shall soon be executed after approval by
ECNEC. It is likely to cost around Rs. 600.00 million. It will take about 2 years
to become operational.
4. Major Water Supply Schemes. Nine small
schemes have been prepared to meet the local limited requirements. Each scheme
costs 7.0 M to 10.00 M. Two of them are being executed, work on the remaining
will start as soon as funds are made available. These will take about 4 years to
be effective.
5. Water Supply Through Mobile Water Tankers. Till the time
the mega/major water supply schemes becomes effective, it is necessary to supply
potable water to villages and mohallahs through mobile water tankers from local
springs and River Indus, hence the formulation of this comprehensive plan which
has been prepared for alleviating the suffering of the people immediately. It
is proposed to be financed by OGDCL and executed by nominated committees. The details are as per Annex A, B, C and D
attached.
6. Management/Operation. Shall be as under:
(1) To be financed by OGDCL from social welfare fund.
(2)
To be executed by the following Executive Committees. The names of the
nominated
persons in these committees are as shown. They may be replaced by new
members after
every 6 months:

7. Tasks:
a. District Executive Committee:
(1) To finalize and approve the distribution plan.
(2) To monitor the execution by the Executive Committees of Union
Councils.
(3) To approve the payment to contractors as recommended by the Chairmen
of Executive
Committees of Union Councils
after necessary scrutiny.
b.
Executive Committees of Union Councils:
(1) To ensure distribution as per approved plan.
(2) To select contractors for water supply and allocate quota/ areas of
supply per month.
(3) To check and monitor the water supply ensuring efficiency and
transparency.
(4) Each village and Mohallah hall have one local supervisor as
nominated in this plan. The
Committee shall ensure that these
supervisors physically monitor/check the supply of
water in own area of
responsibility and daily sign the laid down printed Authentication
Certificates after the supply of
water is made by the contractor. Sample Authentication
Certificate is attached to this
plan as Annex D. Two copies of this
certificate will be
filled, one copy be retained by
the Tractor Driver/Contractor for claiming the amount,
and the other copy handed over to
the Village/Mohallah Supervisor for permanent
record to be seen/ inspected
every month by the Chairman Executive Committee of the
Union Council.
(5) The Chairmen of these committees shall also sign the Authentication
Certificates only
after the Supervisor has
confirmed the supply each month by producing the Supervisor
Copies of the said Certificates
duly signed by him. The Chairmen, with the help of other
members, shall also carry out
periodical checks physically in the villages/mohallahs.
(6) The Secretaries of the respective Union Councils, after obtaining
approval of the
Chairmen of Executive Committees
of Union Council, shall present/send these
bills each month (in summarized
form in the names of contractors separately ) to DOR
Kohat through DDOR Lachi for
final payment in the name of contractors through
crossed bank cheques.
(7) The entire record of expenses shall be maintained by the Secretary
Union Council for
audit/ scrutiny at any time by
the Govt.
c. RC
OGDCL Kohat: Shall make the consolidated payment to each contractor
separately
through
crossed bank cheque on monthly basis as approved by the DOR Kohat.
